Does Google have a version of search engine that totally excludes any backlink relevance?

In SEO terminology, a back-link is a hyperlink that links from a webpage back to your own Web page. It is otherwise known as an InBound Link (IBL). It helps in determining the popularity of a Web site. Search engines, including Google considers Web sites with more back-links is more relevant in search results pages. 

And coming back to the question, Google does not have any such version, which is exposed to public. But they run experiments internally with much worse quality. It turns off back-links, in spite of some noises, lot of spam, for the most part are real big win in terms of quality of search results. 

Google has been played with the idea of turning off backlink relevance. At present, it helps in ensuring Google, that they produce the best, most relevant, most topical set of search result possibilities.
