If a website has a 'Read More' dropdown window with the simplistic design elements. The box includes maximized content, keyword anchor text linking deeper into the site and a lot more. Will a site be penalized for this? Is there any alternatives?

One must be aware of some issues regarding this. If the dropdown is one pixel long and one pixel deep and the thing which will be shown when you click on it is like eight pages filled with keyword stuffed anchor text, etc, it is definitely going to look worse. 

If you fit with the normal idiom and you have a navigation menu, if you click, it will show a paragraph or two, a link or two, that's the thing the different websites do.

Google may not classify it as a hidden text, when you use a common framework to do the dropdown. It will be a good thing if one does not put like eight pages stuffs of content, which people will not make an attempt to read it. Googlebot sees the same content as the people wish to see. 

So no one want to visit a page which have a whole bunch of text

hidden behind a dropdown. One must not worry about the most normal sort of mouse-activated dropdowns. 

There will be no problem at all, when you remember to have common idioms for the dropdowns with reasonable length.
