Does Google take action on those websites, which gives back keyword stuff every phone number in the world on its pages, when someone typed a phone number?
Actually, it's an 'yes'. Google, usually, gets lot of complaints regarding this. If one has a page, which has only phone numbers on it, there is no value added to it.
One will be annoyed when they get several number of pages of those cookie-cutter sites, when they type in a phone number. Google hear complaints from both inside and outside the Google.
This happens because Google treats it as keyword stuffing, where one repeats the very similar words right after each other. It is exactly like throwing a dictionary up on the web, where the dictionary is
nothing but numbers. And the users really feel irritated. So Google take action against it by considering that web spam.
